Publication of a book on property taxation by Dr Adam Rzetecki

Dr Adam Rzetecki has published a book titled 'The World's Most Beautiful. "Taxation of real estate transactions with the tax on civil law transactions. Practical commentary with jurisprudence. Examples of clauses" (2025), which is a practical commentary to the Act of 9 September 2000 on tax on civil law transactions (i.e. Journal of Laws of 2024, item 295). The item discusses in detail the events related to civil law transactions concerning real estate and property rights relating to real estate that persons acting in legal transactions may encounter.

The commentary thoroughly analyses situations occurring in practice, based on case law, positions of tax authorities and views of the doctrine. Of particular value is the analysis of the changes effective from 1 January 2024, including the introduction of an additional tax rate in the case of the purchase of more than one flat and the abolition of the PCC tax on the purchase of the first flat on the secondary market, which responds to the problems of the real estate market.

The publication is aimed at real estate professionals as well as legal practitioners such as notaries, tax advisors, lawyers and solicitors.

Dr Rafal Guzowski with an article on social protest and public investment - what themes does our lecturer's work raise?

What are the causes of social protests in the context of public investment? How can they be prevented and tensions effectively managed? A recent article answers these questions “Social Protests and Public Investment: Causes, Development and Conflict Management“, which has just been published, is authored by Dr Rafał Guzowski, lecturer at our University and programme director of the Institute of Internal Security and Criminology.

The article discusses in detail mechanisms for escalation of social conflicts - public administration and analyses the key communication failures that lead to the radicalisation of residents. The author points out that the most common reasons for public protests are a lack of transparency in investment planning, ignoring residents' concerns and insufficient public consultation.

The publication also contains discussion of several significant protests that have taken place in Poland since 2020 - inter alia. opposition to the construction of the S16 expressway in Mazury, the renovation of tenement houses in Kraków and the modernisation of the Wrocław-Wałbrzych railway line. The examples presented and discussed in depth show, how local communities effectively organise themselves to defend their interests and How the media influence conflict dynamics.

Importantly, the article not only analyses the problems, but also provides practical guidance for officials and investors on effective crisis management. The author emphasises that open dialogue, reliable information and taking into account the voice of local communities can significantly reduce the risk of escalating tensions.

The publication is a valuable resource for both public administration and anyone interested in the topic of public participation and conflict around public investment.

This article appeared in the March issue of Public Tenders.

Dr Joanna Pyłat with the prestigious title of membership of the Royal Historical Society - one of the world's most important scientific societies

We have written about the fact that lecturers at our University are constantly winning prestigious awards and developing internationally on a number of occasions. This time, we are happy to announce another success Dr Joanna Pyłat, who has been awarded the prestigious title of fellow, or full member, at the Royal Historical Society. This one of the most important scientific societies in the world, which has brought together the most renowned historians for more than 150 years.

Organisation of recognised historians

The Royal Historical Society is an organisation that was founded in 1868 and is currently one of the most important scientific societies in the world. It creates a platform for collaboration between scholars specialising in different areas of historical knowledge. The RHS also acts as an important partner for public discussion on the place of history in school and academic curricula, among other things. It works closely with universities, archives and museums.

Furthermore, the Royal Historical Society is actively involved in shaping research, education and teaching policy. The organisation supports researchers through grants and scholarshipsand also offers training courses and workshops, especially aimed at beginning researchers. In addition, it publishes journals, books, reference material and web content, providing information on important events for the historical community. The RHS also runs its own library and Archive in association with University College London.

Membership of the highest rank for Dr Joanna Pyłat, our lecturer

The organisation focuses more than 6,500 historians from various countries. The organisation's membership structure is hierarchical, with the highest status being fellow, or actual member. Each year, the RHS Board of Directors selects a group of a dozen or more members to be awarded this prestigious title, after nominations have been submitted in advance.

The Royal Historical Society recently announced a list of new members of the society, including 47 individuals from nine countries, including Australia, Canada, Germany, Malta, Poland, Sweden, South Africa, the United Kingdom and the United States. All were awarded the title of fellow (a real member), which is the highest form of membership of the RHS. According to the organisation's statutes, this prestigious status is awarded to scholars who have 'made an original contribution to historical research'. The new fellows also include Joanna Pyłat, PhD, who belongs to the teaching staff of our University.

This award is further evidence of the immense contribution to the field of humanities in the discipline of history of our lecturer. Her long-standing academic activities, her involvement in international research projects and her active role in scientific organisations as president in the World Council for Research on Polonia and Board Member Polish Scientific Society Abroad, attest to her invaluable contribution. This distinction underlines her contribution to the popularisation and development of historical research internationally, on which we warmly congratulate her.

Speech by our lecturer at the conference "SECURITY FORUM 2025"

On 12-13 February 2025, a prestigious conference was held within the walls of the Matej Bel University in Banská Bystrica (Slovak Republic). "Security Forum 2025"., organised by the Department of Security Studies. The event brought together experts from various fields, Among them was our lecturer, Dr Tomasz Dukiewicz. Together with other researchers, he analysed contemporary security threats - from national issues to global challenges. Thematic panels addressed key aspects of social, economic, cyber, energy and military security, presenting the latest research and its practical conclusions.

Presentation by Dr Tomasz Dukiewicz on stochastic risks among important guests

The conference was opened by the Dean of the Faculty of Security Sciences at UMB doc. dr. Branislav Kováčik, PhD., welcoming the guests who had arrived. Among them were representatives of the Minister of Defence, the National Security Council, the Ministry of Foreign Affairs, as well as diplomats, scientists and people representing various universities and research centres.

Among them was also Tomasz Dukiewicz, representing our University - D. in military science in the field of management theory and unit application, as well as mechanised divisions. During the conference he presented a paper on "Stochastic threats and their impact on societal security". At the beginning of his speech, the doctor drew attention to the nature of risks and hazards:

"Stochastic hazards are risks that are random in nature, difficult to predict and often unavoidable, but have a significant impact on societal security. Their analysis and management are key to minimising negative impacts and increasing societal resilience."

One of the topics Stochastic threat analysis in the context of social security

Later in the presentation, the speaker highlighted Russia's activities and the impact of disinformation on selected European Union countries. Of great interest were the analyses presented of selected age groups and their concerns about threats and examples of Russian service activities in the Republic, Slovakia, the Czech Republic and Poland in the years (2020-2025).

Dr Tomasz Dukiewicz pointed out that stochastic threats pose a significant challenge to societal security, as their unpredictability makes effective prevention difficult. It is therefore crucial to implement strategies to minimise risk, increase community resilience and develop preventive technologies. Only in this way can society be effectively protected from the consequences of accidental and deliberately created crises.
